Name\u0161\u010deni so bili v zaprtih omre\u017ejih, brez neposrednega dostopa do interneta. Kljub temu je bil prvi napad na SCADA omre\u017eje ruskih plinovodov izveden \u017ee leta 1982. Danes imajo naprave, na katerih so name\u0161\u010deni SCADA sistemi, svoje IP naslove, vedno bolj se povezujejo z drugimi IT sistemi in so lahko ravno tako ranljive, kot katera koli druga v internet povezana naprava.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vseeno pa obstaja ogromna razlika med napravami, na katerih je name\u0161\u010den SCADA sistem in napravami z \u00bbobi\u010dajnimi\u00ab sistemi. Kak\u0161na? SCADA opravlja nadzor kriti\u010dne infrastrukture \u2013 na ravni proizvodnih gospodarskih dru\u017eb in na dr\u017eavni ravni: elektrarne, oskrbovalna omre\u017eja, proizvodnja klju\u010dnih dobrin. \u017de kraj\u0161i izpad tak\u0161nega sistema ima lahko kriti\u010dne posledice za dru\u017ebo. Zato je pomembno, da je kibernetska varnost SCADA sistemov \u010dim bolj nadzorovana in \u010dim bolje upravljana.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"zakaj-so-tudi-scada-sistemi-ranljivi\">Zakaj so tudi SCADA sistemi ranljivi?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ne glede na zgoraj napisano so industrijski nadzorni sistemi verjetno najbolje varovani informacijski sistemi. Postavljeni so v lo\u010denem omre\u017eju, ki je za\u0161\u010diteno s po\u017earno pregrado in drugimi varnostnimi napravami. Zakaj so vseeno lahko tar\u010da napada?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Omre\u017eje industrijskega nadzornega sistema si lahko predstavljate kot vsako omre\u017eje, ki se povezuje z internetom. Podobno, kot bi bilo IT omre\u017eje va\u0161ega podjetja internetno povezano z IT omre\u017ejem va\u0161ega dobavitelja. Le da je SCADA omre\u017eje slepa ulica.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dejavniki tveganja v SCADA omre\u017eju so komponente sistema (PCL, RTU, MTU), ki pogosto te\u010dejo na starih operacijskih sistemih, ki niti ne omogo\u010dajo ve\u010d nadgradenj in varnostnih popravkov. \u010ce napadalci zaobidejo po\u017earno pregrado oz. druge varnostne naprave na perimetru, lahko dose\u017eejo jedro sistema in ga zlorabijo. Pri tak\u0161nih postavitvah se poraja vpra\u0161anja kibernetske varnosti pri name\u0161\u010danju komponent, vpra\u0161anje varnostnih politik, odtekanja informacij in sledenja potencialnim napadalcem. Vse to so izzivi, o katerih se morajo odgovorni pogovoriti, preden se odlo\u010dijo za obla\u010dno re\u0161itev. Zavedati se morate tudi, da name\u0161\u010danje iz oblaka lahko potencialno pu\u0161\u010da za seboj ve\u010d odprtih vrat (angl. back door) kot namestitev \u00bbon premise\u00ab, kar morate tudi ustrezno nasloviti.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prav \u00bbodprta vrata\u00ab so tisti izziv, ki je s stali\u0161\u010da kombinacije tradicionalnega in obla\u010dnega SCADA sistema zelo problemati\u010den. Zakaj? Kot smo \u017ee uvodoma omenili, SCADA deluje na starih sistemih, ki ne omogo\u010dajo ve\u010d varnostnih popravkov. Dokler je ta sistem zaprt na svojem \u00bbozemlju\u00ab in izoliran od internetnega sveta, to niti ni tako problemati\u010dno. V trenutku, ko ga pove\u017eemo z obla\u010dno tehnologijo, pa postane zelo ranljiv in izpostavljen vsem vektorjem napada, ki jim je izpostavljen perimeter informacijskega sistema organizacije.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">V lu\u010di vsega na\u0161tetega je ustrezno naslavljanje varnosti SCADA sistemov visoko na prioritetni lestvici vsakega upravljavca.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"varnostno-upravljanje-scada-sistemov\">Varnostno upravljanje SCADA sistemov<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Kot v \u010dlanku Architecture and security of SCADA systems* navajata Yadav in Paul, se SCADA pojavlja v \u0161tevilnih klju\u010dnih panogah, kot so kmetijstvo, kemi\u010dna industrija, promet, gradbeni\u0161tvo, zdravstvo, raziskovalni sektor in seveda energetika. Slednja vklju\u010duje vse od hidroelektrarn, jedrskih elektrarn, do distribucije. Vsakr\u0161ne prekinitve v teh panogah vplivajo na \u017eivljenje celotne dr\u017eave ali celo regije, zato morajo biti skrbno na\u010drtovane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Varnostna neopore\u010dnost in nemoteno delovanje sistema sta tako klju\u010dna iz ve\u010d razlogov, na primer zaradi prepre\u010devanje finan\u010dnih izgub podjetja in okoljskih katastrof ter varovanja na\u0161ih \u017eivljenj.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.carbonsec.com\/wp-content\/uploads\/2022\/02\/airport-gfef2e2e6d_1920-1024x683.jpg\" alt=\"SCADA systems control transport\" class=\"wp-image-3579\" srcset=\"https:\/\/www.carbonsec.com\/wp-content\/uploads\/2022\/02\/airport-gfef2e2e6d_1920-1024x683.jpg 1024w, https:\/\/www.carbonsec.com\/wp-content\/uploads\/2022\/02\/airport-gfef2e2e6d_1920-300x200.jpg 300w, https:\/\/www.carbonsec.com\/wp-content\/uploads\/2022\/02\/airport-gfef2e2e6d_1920-768x512.jpg 768w, https:\/\/www.carbonsec.com\/wp-content\/uploads\/2022\/02\/airport-gfef2e2e6d_1920-1536x1024.jpg 1536w, https:\/\/www.carbonsec.com\/wp-content\/uploads\/2022\/02\/airport-gfef2e2e6d_1920-600x400.jpg 600w, https:\/\/www.carbonsec.com\/wp-content\/uploads\/2022\/02\/airport-gfef2e2e6d_1920.jpg 1920w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>SCADA sistemi nadzorujejo storitve, ki so tesno prepletene z na\u0161im vsakdanjim \u017eivljenjem<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Upravljanje varnosti SCADA sistema bi moralo potekati na dveh ravneh: v produkcijskem okolju in v testnem okolju. V produkcijskem okolju ves \u010das preverjamo, kje bi lahko pri\u0161lo do napada in posledi\u010dne prekinitve delovanja (spremljanje ranljivosti), na kak\u0161en na\u010din bi lahko bil napad izveden (kaj so mo\u017eni vektorji napada), hkrati pa z re\u0161itvami za zaznavanje in prepre\u010devanje vdorov (IDS in IPS re\u0161itve) \u0161\u010ditimo sistem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vzporedno v testnem okolju izvajamo dejanska testiranja sistema. Pri tem se za zelo u\u010dinkovito re\u0161itev lahko izka\u017ee postavitev digitalnega dvoj\u010dka (<em>eng. digital twin<\/em>). Digitalni dvoj\u010dki SCADA sistemov \u017ee obstajajo z namenom spremljanja in izbolj\u0161anja delovanja enako konfiguriranih okolji. V digitalne dvoj\u010dke so povezani arhitekturno enaki sistemi, ki dvoj\u010dku po\u0161iljajo poro\u010dila o delovanju. Na podlagi zbranih podatkov lahko digitalni dvoj\u010dek predvidi zaplete oz. odstopanja od normalnega delovanja in v sistemih, kjer \u0161e niso naleteli na obravnavano te\u017eavo. Informacije posreduje upravljavcem, ki lahko vnaprej pripravijo konfiguracijo na spremembo oz. jo ustrezno prilagodijo, da do te\u017eave sploh ne bi pri\u0161lo.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"testiranje-scada-sistemov-t-i-scada-testbeds\">Testiranje SCADA sistemov (t.i. SCADA testbeds)<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Sistem dvoj\u010dkov se lahko uporablja tudi za <a href=\"https:\/\/www.carbonsec.com\/sl\/storitve\/penetracijski-test\/\">penetracijska testiranja<\/a>. Veliko organizacij s SCADA sistemi \u017ee uporablja t.i. testna ali razvojna okolja, v katerih testirajo predvidene spremembe na sistemu, preden jih po\u017eenejo v produkcijskem okolju. Po na\u0161ih izku\u0161njah se tudi penetracijski testi izvajajo v testnem okolju, saj tako prepre\u010dimo izpad storitve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.carbonsec.com\/sl\/storitve\/scada-sistemi\/\">Testiranje SCADA sistemov<\/a> zahteva specifi\u010dna znanja in dobro poznavanje arhitekture sistema. Prepoznati je treba vse mo\u017ene vektorje napada glede na name\u0161\u010dene varnostne naprave in naprave v samem nadzornem sistemu. Produkcijska okolja morajo \u010dim bolj nemoteno delovati, kakr\u0161na koli motnja, kaj \u0161ele vdor, ima lahko hude posledice za dobavno verigo nujno potrebnih \u017eivljenjskih dobrin ali pa je celo \u017eivljenjsko nevarna. Testiranje produkcijskega okolja se tako praviloma izvaja po na\u010delu \u00bbbele \u0161katle\u00ab (ang. white-box testing), kjer pentesterji pregledajo konfiguracijo omre\u017eja in povezanih varnostnih naprav; identificirajo potencialno nevarna podro\u010dja in varnostne luknje.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dejansko penetracijsko testiranje se izvaja v testnem okolju, ki v najve\u010dji mo\u017eni meri posnema stanje v produkcijskem okolju. Na podlagi rezultatov penetracijskega testa lahko enake ugotovitve prenesemo v realno okolje in jih ob skrbno na\u010drtovanih postopkih tudi implementiramo. Pri tem je treba upo\u0161tevati vsa tveganja, ki jih tak\u0161ne spremembe lahko prinesejo. \u010ce je le mo\u017eno, posege opravite, ko je sistem zaustavljen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cilj penetracijskega testa ni le ugotovitev stanja, temve\u010d njegovo izbolj\u0161anje. Kakovostno in strokovno pripravljeno poro\u010dilo vsebuje priporo\u010dila, s katerimi lahko upravljavci izbolj\u0161ajo varnost SCADA sistema. \u017delja eti\u010dnega hekerja, ki je tak\u0161no priporo\u010dilo pripravil pa je, da so ob validacijskem varnostnem pregledu vsa priporo\u010dila upo\u0161tevana, nova konfiguracija pa preverjena v testnem okolju in pripravljena na prenos v produkcijo.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button has-custom-width wp-block-button__width-100 is-style-fill\"><a class=\"wp-block-button__link has-background\" href=\"https:\/\/www.carbonsec.com\/sl\/storitve\/scada-sistemi\/\" style=\"background-color:#ef5042\"><strong>\u017delim ve\u010d informacij o penetracijskih testih SCADA sistemov<\/strong><\/a><\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:11px\">* Yadav, G. in Paul, K.
